He stressed the need to thoroughly implement the spirit of General Secretary Xi Jinping's important expositions on the reform and development of state-owned enterprises and Party building, carry out Premier Li Qiang's requirements, always maintain political clarity on running state-owned enterprises well, highlight the strategic mission, focus on core responsibilities and main businesses, unswervingly deepen the reform of state-owned assets and state-owned enterprises, make state-owned enterprises and state-owned capital stronger, better, and bigger, continuously enhance core functions and improve core competitiveness, and better leverage the leading role of the state-owned economy.

Zhang Guoqing emphasized the need to promote the deep integration of scientific and technological innovation with industrial innovation, strengthen basic research, original innovation, and open application scenarios, accelerate the transformation of scientific and technological achievements into real productive forces, and better serve the achievement of high-level scientific and technological self-reliance and self-strengthening. It is necessary to improve the management of core responsibilities and main businesses, strengthen control over irrelevant diversification, multi-layer structures, and excessive debt, advance restructuring, integration, and asset revitalization in accordance with the requirements of the "three concentrations," adjust the industrial structure at different levels, and continuously optimize the layout of the state-owned economy.
