Chuangye Environmental Protection Strengthens Its Talent Development Support System

On April 27, Lei Fengbin, former Deputy Party Committee Secretary of North University of China, and Wang Zhenrong, Party Committee Secretary of the School of Environment and Safety Engineering, led a delegation of five to visit Chuangye Environmental Protection Group. The two sides held in-depth exchanges on environmental industry talent cultivation, the transformation of scientific and technological achievements, and other topics, and conferred on Chuangye Environmental Protection Group's Training Center the designation of "Environmental Engineering Teaching and Training Practice Base" of North University of China, marking another solid step for Chuangye Environmental Protection Group in building a pattern of two-way empowerment and coordinated advancement between talent cultivation and business development.

Since the launch of the "15th Five-Year Plan," Chuangye Environmental Protection Group has closely followed the "strengthening the enterprise through talent" strategy, firmly grasped the core positioning of talent as the primary resource, and systematically planned the layout of talent development in the new era around industry talent cultivation, team system building, and comprehensive capability enhancement, comprehensively consolidating the talent foundation for the enterprise's long-term development and building momentum for the group's transformation and upgrading, quality and efficiency improvement, and ecological civilization construction.

The consensus on joint talent cultivation reached with North University of China is a key move for Chuangye Environmental Protection Group, based on industry development trends, to use deep integration of industry, academia, and research as an important lever to accelerate the lightweight, standardized, and brand-oriented upgrading of its training business. Relying on the university's high-quality scientific and educational resources and local advantages, the two sides will jointly build practical training facilities, jointly develop curriculum systems, and share professional faculty, focusing on fields such as wastewater treatment, low-carbon operation and maintenance, solid waste resource utilization, and smart operations. They will further explore the implementation of multiple practical cooperation projects, including joint practical training, customized internal training, and technical research projects. Through resource sharing and complementary advantages, the group will continue to broaden project sourcing channels, deeply "bind" talent cultivation with market expansion and industrial upgrading, and empower the "Grand Development" system to extend outward.

To thoroughly implement the "Chuangye Environmental Protection Group Three-Year Action Plan (2025–2027) for High-Quality Cadre and Talent Leading High-Quality Development" and effectively leverage the key element of "people" to support the strategic development of the "15th Five-Year Plan," Chuangye Environmental Protection Group established a Training Center, linked with the branches of its Xi'an Company, leveraging their asset-light technical services and training qualifications, and formulated and launched two major series—the "Mainline Training Classes" and "Special Topic Training Classes"—with ten key programs, building a talent cultivation system covering all levels and all fields. Meanwhile, multiple key talent cultivation practice bases at water plants in Tianjin and projects in Hefei and elsewhere have worked in synergy, actively carrying out school-enterprise cooperation and campus open-day activities to solidify the "1+N" cadre and talent cultivation matrix.

This year, in line with the key tasks of the "15th Five-Year Plan" and annual key special work arrangements, and based on job performance requirements and echelon building goals, Chuangye Environmental Protection Group has adopted precise, tiered measures for talent teams at all levels, including leading talents, management elites, craftsman talents, and young talents.

"Top leaders" expand strategic perspectives. Tang Fusheng, member of the Party Committee and Deputy General Manager of Chengtou Group, and Party Committee Secretary and Chairman of Chuangye Environmental Protection Group, delivered the "first lesson of the year" for the "Qiji Leading Talents" program, focusing on core dimensions such as fulfilling political responsibilities, comprehensively strict party governance, business capability improvement, and strategic vision shaping, guiding all leading cadres to anchor higher political positioning, broaden their overall development vision, and forge a pragmatic and solid work style, proactively shouldering the primary responsibility for talent cultivation and team building, and vigorously accelerating the transformation of talent resource advantages into advantages for high-quality enterprise development and core market competitiveness, laying a solid talent foundation for the group's long-term steady development.

The "Plant Manager Class" empowers core reserve talents. To remove pain points and blockages in the growth channel from "technical experts" to "management backbones," Chuangye Environmental Protection Group held its first "Plant Manager Class," building a diversified, multi-dimensional empowerment system of "executive salons, management modules, technical empowerment, simulated duties, external study visits, and case studies" for participants from 14 projects nationwide, with 15 specialized courses analyzing water industry development trends and sharing management experience of benchmark water plants. The aim is to strengthen the "plant" as the "nerve endings" of operational management, build a "talent pool" for the plant manager team as "frontline commanders," and gather development synergy for "all-domain symbiosis."

"Special courses" target practical results. Facing topics during the "15th Five-Year Plan" period such as business-finance integration and investment M&A that require the joint efforts of all business lines, Chuangye Environmental Protection Group promotes deep integration of training and business value creation—offering a "Business-Finance Integration" practical training class that moves the classroom directly to the production frontline, guiding financial personnel into production scenarios to precisely identify integration entry points; and creating an "M&A Integration Class" guided by the "Rong·Jincai" and "Rong·Win-Win" party building integration, where all business lines jointly build an M&A and development business exchange platform to comprehensively share business concepts and improve the efficiency of the "Grand Development" system.

"On-the-job learning" strengthens practical talent development. Relying on the "real-position training" model, the cultivation of versatile management elite teams is being advanced in depth. Since 2025, a total of 3 batches and 38 person-times of cross-regional real-position training have been organized. Fully implementing all requirements of group-level control and seizing the critical juncture of the "15th Five-Year Plan" strategic launch, the group has coordinated 8 special tackling projects including "open bidding for tasks," "on-site assistance," and "collaborative tackling," covering key business areas such as subsidiary governance reform, market development, and scientific research, taking the frontline of tackling difficulties and blockages as the main battleground for the growth of versatile talents, and using talent strengthening to solve development challenges and consolidate the development foundation.

Practical work tempers the team; practice forges talent. Chuangye Environmental Protection Group will continue to amplify the superimposed effects of school-enterprise cooperation, internal and external training, and talent reuse, cultivate fertile ground for talent development and build strong backbone echelons, fully unleash the endogenous momentum of talent, and build strength and provide safeguards for the enterprise's long-term healthy development.
