Yancheng Dongtai Wastewater Treatment Center Phase I Nears EIA Approval with 2,500 m³/d Full-Stream Zero Liquid Discharge
The Yancheng Ecology and Environment Bureau has published a proposed review of the EIA for the Dongtai Wastewater Treatment Center Phase I. Designed for a total 2,500 m³/d, the project combines segregated pretreatment, A/O/A + MBR advanced biological treatment and multi-stage RO desalination with brine evaporation; all permeate is reused as reclaimed water and brine is evaporated, achieving zero liquid discharge of industrial wastewater.
The Yancheng Ecology and Environment Bureau published its 27 October 2026 proposed review of construction-project environmental impact assessment documents, listing Dongtai Hongrun Environment's Dongtai Wastewater Treatment Center Phase I among the projects proposed for approval. The public notice period runs from 27 October to 3 November 2026.
The project is designed for a total wastewater treatment capacity of 2,500 m³/d, using a combined segregated-treatment and advanced-reuse process route:
- Segregated pretreatment: a new oily-wastewater pretreatment facility at the Qingshan base (designed at 500 m³/d) using "equalisation + coagulation sedimentation + coagulation DAF"; and a new acidic-wastewater pretreatment facility (designed at 1,500 m³/d) using "equalisation + reduction + primary coagulation sedimentation + secondary coagulation sedimentation + coagulation clarification".
- Retrofit and combined treatment: the existing Qindong Town industrial wastewater treatment plant is retrofitted (designed at 1,000 m³/d) by adding a hydrolysis acidification tank and converting the contact disinfection tank into an intermediate tank, treating pretreated oily wastewater and reserved wastewater from other park enterprises via "equalisation + coagulation DAF + hydrolysis acidification + combined A/O biological treatment + secondary sedimentation + high-rate sedimentation".
- Combined and advanced treatment: a new combined wastewater facility (2,500 m³/d) blends pretreated acidic wastewater with the retrofitted oily wastewater stream and applies "mixed equalisation + A/O/A + MBR"; a new advanced treatment facility (2,500 m³/d) applies multi-stage RO desalination plus brine evaporation.
All treated permeate is reused as reclaimed water, while brine is evaporated, ultimately achieving zero liquid discharge of industrial wastewater. The notice requires clean production and circular-economy principles throughout, plant drainage designed on "separate clean and foul flows, separate storm and sewage, multiple water use, segregated treatment", and strict adherence to the approved process so that all water is reused with no discharge.
On risk control, a new 250 m³ emergency tank will be built alongside the existing 540 m³ capacity to collect incident wastewater; emergency tanks must remain empty under normal conditions to ensure accident wastewater does not reach the external environment. Sludge, crystallised salts and laboratory waste liquids must be stored and transferred in compliance with hazardous-waste requirements.
