Longyuan Environmental Named Winning Bidder for Guoneng Beian 2x350MW Cogen Desulfurization Wastewater Zero-Liquid-Discharge and Denitrification EPC at RMB 138 Million
China Energy's e-tendering platform has released the award result for the EPC general contract covering flue-gas desulfurization, desulfurization wastewater zero-liquid discharge and denitrification systems at the Guoneng (Beian) Power 2x350MW combined heat and power project in Heilongjiang. Guoneng Longyuan Environmental Co., Ltd. was named the winner with a bid price of RMB 138 million. The scope covers design, equipment supply, civil works and installation, commissioning, trial operation and performance acceptance of the full limestone-gypsum wet FGD system, the ZLD desulfurization wastewater system (high-temperature bypass flue drying) and a urea-hydrolysis denitrification system.
According to information released by China Energy’s e-tendering platform Guoneng e-Zhao, the award result for the EPC general contract for flue-gas desulfurization, desulfurization wastewater zero-liquid discharge (ZLD) and denitrification systems at the Guoneng (Beian) Power Generation 2x350MW combined heat and power (CHP) project in Heilongjiang has been published. Guoneng Longyuan Environmental Co., Ltd. was named the winner with a bid price of RMB 138 million. At the earlier candidate-notice stage, Longyuan Environmental ranked first, with Xi’an Xire Boiler Environmental Engineering Co., Ltd. second at RMB 141.4042 million.
The tender scope covers complete, end-to-end delivery of an integrated system:
- Flue-gas desulfurization: limestone-gypsum wet process;
- Desulfurization wastewater ZLD system: high-temperature bypass flue drying;
- Denitrification system: urea hydrolysis, including the reaction zone and plant area;
- Deliverables: design, equipment supply, civil works and installation (excluding piling supply and construction), commissioning and testing, handover, trial operation, defect rectification, performance-guarantee acceptance tests, plus technical and after-sales service and personnel training;
- Contract period: from contract signing until 5 February 2028, with contract execution extending into 2029.
On project background, Guoneng Beian Thermal Power was founded in 1933 and is the group’s north-easternmost power plant, currently operating two 50MW CHP units that serve as an important support point at the northern end of the Northeast China grid. The expansion will build two 350MW units east of the existing site, with matched FGD and denitrification facilities. Environmental-impact documentation puts total investment in the expansion at RMB 3.255 billion, including two new 1,160 t/h supercritical once-through boilers and two 350MW supercritical water-cooled coal-fired CHP units. The first unit is scheduled to enter service in July 2028 and the second in September 2028. Under the build-first-retrofit-later model, the plant will meet local winter heating demand; once the expansion is operating, the three existing 220 t/h pulverised-coal boilers and two 50MW units will be retired.
For the industrial water treatment sector, the award underscores continued momentum in ZLD retrofits for desulfurization wastewater at coal-fired power plants. High-temperature bypass flue drying uses waste heat from boiler exhaust to atomise and evaporate the wastewater, with salts and dust captured together by the precipitator — one of the mainstream routes to eliminating liquid effluent at the terminal stage, and complementary to membrane concentration plus evaporative crystallisation. China Energy has also been advancing FGD, ZLD and water-island EPC tenders on projects such as the Tongling Phase II 2x1000MW units, indicating that demand for power-sector wastewater ZLD retrofits continues to be released.
