The Jiangmen Ecology and Environment Bureau has published a pre-approval notice for the environmental impact assessment of an equipment renewal and upgrading project covering the 30,000 m³/d industrial wastewater line at the Jiangmen Hi-Tech Zone comprehensive wastewater treatment plant.

The Jiangmen Municipal Ecology and Environment Bureau has issued a public notice announcing its intention to approve the environmental impact assessment (EIA) for the equipment renewal and ancillary-facility upgrading project covering the industrial wastewater line at the Jiangmen Hi-Tech Zone comprehensive wastewater treatment plant. The public consultation period runs from 26 October to 30 October 2026 (five working days).

Key project details:

  • Project name: Equipment Renewal and Ancillary Facility Upgrading Project (Industrial Wastewater Line), Jiangmen Hi-Tech Zone Comprehensive Wastewater Treatment Plant
  • Developer: Jiangmen Public Energy and Environmental Protection Co., Ltd.
  • Location: Jianghai District, Jiangmen, Guangdong (southwest of the Jiangzhong Expressway and Nanshan Road interchange)
  • EIA consultant: Guangdong Xinkui Environmental Technology Co., Ltd.

According to the project overview, the scheme will not expand the existing catchment area. Pre-treated industrial wastewater and associated domestic sewage from the Waihai industrial park cluster and Jiangmen's safety and emergency industry park will be conveyed to the plant's dedicated industrial wastewater treatment line, which will have a treatment capacity of 30,000 m³ per day upon completion.

On wastewater control, treated effluent will be discharged into the Lile River via an outfall pipeline at a rate of 30,000 m³/d. Effluent quality must meet the stricter of two benchmarks: the Class 1A limits under the national Discharge Standard of Pollutants for Municipal Wastewater Treatment Plants (GB 18918-2002) and the Phase II, Tier 1 limits under Guangdong's Discharge Limits of Water Pollutants (DB44/26-2001).

For odour control, the plant already operates a 40,000 m³/h bio-deodorisation system serving the coarse screen and inlet pump station, fine screen, aerated grit chamber and the Fenton tank of the emergency unit, with headroom reserved to also treat future odour streams from the domestic sewage line. A further 20,000 m³/h bio-deodorisation unit will be added for the modified biological reaction tank, Fenton reaction tank, high-density sedimentation and sludge thickening tanks and the sludge dewatering building. Sealing works and odour collection air volumes are designed in line with the Technical Specification for Odour Treatment of Municipal Wastewater Treatment Plants (CJJ/T 243-2016).

Additional measures cover noise control through low-noise equipment, vibration damping, acoustic enclosures and perimeter walls; solid waste management with screenings and grit periodically removed by the municipal sanitation department, spent bio-media sent to general industrial solid waste handlers, and hazardous streams such as waste oil, oily rags, treatment sludge and filtrate stored in a dedicated hazardous waste warehouse before transfer to licensed contractors; and groundwater protection based on source control and zoned anti-seepage. Public participation was carried out via website notices, newspaper announcements and posted notices, with no public feedback received during the acceptance period.
