The Housing, Urban-Rural Development and Transport Bureau of Jinghu District, Wuhu has issued the first environmental impact assessment (EIA) public notice for the Tiancheng Industrial Park wastewater treatment plant. The greenfield project sits east of Jingshan River and west of Qingyi River in Fangcun Subdistrict, with a design capacity of 3,000 m3/d in the near term and 6,000 m3/d in the long term (only the near-term phase is assessed). The main train runs coarse screen, fine screen, grit chamber, oil separation, dissolved air flotation, integrated A2O bioreactor, secondary clarifier, high-density clarifier, denitrification deep-bed filter, ozonation and disinfection, plus a packaged fluoride wastewater treatment unit.

The People's Government of Jinghu District, Wuhu has published the first environmental impact assessment (EIA) public notice for the Tiancheng Industrial Park Wastewater Treatment Plant Project. Under the Ecological and Environmental Code of the People's Republic of China and the Regulations on Environmental Protection Management of Construction Projects, the Housing, Urban-Rural Development and Transport Bureau of Jinghu District commissioned Nanjing University Environmental Planning and Design Institute Group Co., Ltd. to carry out the EIA, and published the first public notice in accordance with the Measures for Public Participation in Environmental Impact Assessment (Ministry of Ecology and Environment Order No. 4).

1. Project overview

  • Name: Wuhu Tiancheng Industrial Park Wastewater Treatment Plant Project;
  • Developer: Housing, Urban-Rural Development and Transport Bureau of Jinghu District, Wuhu;
  • Nature: new build;
  • Location: Fangcun Subdistrict, Jinghu District, Wuhu, Anhui Province — east of Jingshan River, west of Qingyi River;
  • Scope and capacity: 3,000 m3/d near-term and 6,000 m3/d long-term (only the near-term phase is assessed this time); park drainage will rely on the proposed industrial wastewater plant, with wastewater conveyed through a new sewer network.

2. Process route

The proposed train is coarse screen — fine screen — grit chamber — oil separation tank — dissolved air flotation — integrated bioreactor (A2O) — secondary clarifier — high-density clarifier — denitrification deep-bed filter — ozonation — disinfection, forming a complete chain from physical pretreatment and biological nitrogen and carbon removal to advanced oxidation and disinfection. To address the park's characteristic pollutants, a packaged fluoride wastewater treatment unit will be built in parallel, combining fine screen, fluoride wastewater collection tank, pH adjustment tank, sedimentation tank and defluorination filter.

3. Public participation

The public may submit comment forms by letter, fax or email within the stated period to convey views on the project's environmental impacts. The public comment form is available on the Ministry of Ecology and Environment website. Per regulation, opinions on land acquisition and demolition, property or employment that are unrelated to the EIA fall outside the scope of public participation. With the first disclosure now open, further comments will be collected while the draft environmental impact report is prepared.
