Zigong Fushun Chenguang Economic Development Zone Phase I Industrial WWTP Clears EIA Review: 10,000 m³/d Treatment Line Paired with 3,500 m³/d Reclaimed Water Reuse Station
The Zigong Ecology and Environment Bureau published a notice of intended approval for construction project environmental impact assessment documents. The Phase I industrial wastewater treatment plant of the Sichuan Fushun Chenguang Economic Development Zone, together with supporting facilities, was placed on the intended-approval list. The project is designed for 10,000 m³/d in the near term, with a 3,500 m³/d reclaimed water reuse station and a 2.657 km outfall pipeline; the effluent will meet Sichuan's Chemical Park Water Pollutant Discharge Standard (DB51/3202-2024).
The Zigong Ecology and Environment Bureau issued its notice of intended approval for construction project environmental impact assessment (EIA) documents dated October 22, 2026. The Phase I industrial wastewater treatment plant and supporting facilities of Sichuan Fushun Chenguang Economic Development Zone (re-submitted for approval) was placed on the intended-approval list, with a five-working-day publicity period.
- Location: Yunfeng Village, Donghu Subdistrict, Fushun County, Zigong City, Sichuan Province.
- Owner: Zigong Shunzhan Industrial Development Co., Ltd.
- EIA consultant: Sichuan Jiayuan LvYi Environmental Technology Co., Ltd.
- Scope: one industrial wastewater treatment plant with a near-term design capacity of 10,000 m³/d; one supporting reclaimed water reuse station at 3,500 m³/d; and a 2.657 km outfall pipeline.
The project adopts separate collection and classified treatment for park wastewater. Fluoride-containing wastewater is collected through a dedicated pipe network and routed to a defluorination station designed at 1,000 m³/d using equalization tank + Fenton oxidation + coagulation sedimentation, with land reserved for special fluoride adsorbents; its output then enters the centralized treatment system. Other wastewater flows through the municipal sewer network into the industrial WWTP, where the main train is fine screen and vortex grit chamber + equalization/emergency tank + hydrolysis acidification + MBBR + secondary sedimentation + high-rate sedimentation + ozone catalytic oxidation + activated carbon filter + fiber disc filter + contact disinfection + Parshall flume. Part of the treated water is diverted to the reclaimed water unit and the remainder to disinfection and discharge.
Effluent will meet Sichuan's Chemical Park Water Pollutant Discharge Standard (DB51/3202-2024) before being discharged into the Tuojiang River through a dedicated pipe. Odor generated by each unit is captured under sealed and covered conditions and treated in a bio-deodorization system before discharge through a 15 m stack. Spent packing, spent ozone catalyst and spent UF/RO membranes from the reuse unit are collected and recycled by their manufacturers rather than stored on site; sludge from operation must undergo hazardous-waste identification and be managed as hazardous waste until results are available.
