About

The Baishamen Phase I expansion in Haikou, Hainan, stands on Haidian Island facing the Qiongzhou Strait. Completion acceptance was passed in July 2026, adding 80,000 m3/d of treatment capacity and making it the largest wastewater treatment infrastructure in the province. Scope Baishamen handles most of the municipal sewage from Haikou's main urban area, on a site pressed between the city and the shoreline. As the city grew and construction under the Hainan Free Trade Port accelerated, existing capacity tightened, and the expansion was listed as a provincial priority livelihood and environmental project. China Power Construction's Hydropower Bureau No.10 built the works, which now serve a 96 km2 area and close to one million residents. Process The train is pretreatment plus AAO biological tanks plus advanced treatment, with all effluent indicators meeting China's Class 1A municipal discharge standard. The distinguishing feature is on the sludge side: fully enclosed low-temperature drying keeps odour inside the process and cuts dry-solids moisture from 80% to 60%, sharply reducing sludge volume and downstream disposal cost - a decisive factor for a plant bordering both a residential district and the coast. Outcome The new plant was designed as a garden-style purification centre, with tree-lined internal roads set among the treatment structures and integrated with the coastal landscape belt. According to China Power Construction, the expansion measurably reduces the pollutant load entering the sea and lifts water-environment management across the district. Public reporting does not disclose the investment amount, construction start or the start of commercial operation; those fields are left blank rather than estimated.
