Luoyang Municipal Landfill Leachate Full-Quantification Treatment Project (200 m³/d)

Owner: Luoyang Municipal Urban Management Bureau (municipal environmental sanitation service). Location: Luoyang, Henan. The project treats leachate accumulated in the city's two municipal sanitary landfills, both closed in 2017. Leachate at the sites is highly complex, carrying poorly degradable and bio-toxic organics and inorganics, and its strength has risen year by year as the sites age. Process: the sites previously ran a two-stage DTRO train with concentrate recirculation, a route with two structural weaknesses — recirculated concentrate kept enriching pollutants inside the landfill mass, creating a secondary-pollution risk, and the membranes fouled readily so output declined over time. In November 2024 the bureau switched to a full-quantification route combining two-stage AO biological treatment with two-stage Fenton advanced oxidation, operated with zero recirculation. The AO stages remove biodegradable organics and nitrogen; the Fenton stages break down recalcitrant organics and improve biodegradability, so no concentrate needs to be returned to the waste mass. The system started producing water in January 2025 with a capacity of 200 m³/d. Effluent meets the Table 2 limits of GB16889-2024 (Standard for Pollution Control on the Landfill Site of Municipal Solid Waste), verified by online monitoring and a third-party laboratory.
