Lot 1, operation of the Shangyuan pump station and Zhaodun forebay sewage treatment facilities, budget CNY 26,280,000.00, two-year operation period, covering the Shangyuan pump station facility (Shangtoujiao industrial area, above-ground reinforced concrete, capacity 10,000 m3/day, tank depth 4.5 m, site about 1,500 m2) and the Zhaodun forebay facility (north side of Yanxi Road, Shadun village, buried reinforced concrete, capacity 20,000 m3/day, tank depth 4.5 m, site about 4,000 m2). Lot 2, operation of the Tangbian canal facility, budget CNY 3,197,400.00, one-year period, with the winning bidder providing the facility including supporting lifting network, collection wells, lifting pump house, full treatment equipment, site levelling, collection tank and landscaping, at a capacity of at least 7,300 m3/day. Lot 3, operation of the Liuzhou branch canal and Tongshan market facilities, budget CNY 2,190,000.00, one-year period, with capacities of 3,000 m3/day and 2,000 m3/day respectively. Operation periods start at 00:00 on the day after acceptance and three consecutive days of compliant effluent (third-party test report); after the service period the winning bidder dismantles and clears its facilities and hands over the site. None of the lots accepts consortia, subcontracting is not allowed, and all three lots are reserved for small and medium-sized enterprises. Qualifications: compliance with Article 22 of the Government Procurement Law — a legal person, other organisation or natural person registered in China, with a valid business licence (or institutional legal-person certificate, identity card) copy; branches must also provide the parent and branch licences plus a letter of authorisation; a letter of commitment covering tax and social-insurance payments, good commercial reputation and sound financial accounting, and the equipment and technical capability required; and no major illegal record in the three years before participation. Suppliers must not be listed by Credit China as dishonest judgment debtors, parties to major tax violations, or subject to serious dishonesty in government procurement, and must not be within the prohibition period recorded on ccgp.gov.cn. Suppliers with the same legal representative or direct controlling/management relationships may not bid for the same project; suppliers that provided overall design, specification preparation, project management, supervision or testing for this project may not participate.
